This segment covers technology and equipment sold to police, fire and emergency-medical agencies. No single defensible figure spans the full scope: the public-safety software market alone is projected at roughly $36.5B by 2030, while broader "public safety and security" definitions that include physical security and surveillance hardware run into the hundreds of billions; the best structural proxy is fragmented spend across roughly 18,000 individual US police agencies. That buyer base is the point. This is the one segment in the sector where the buyer is state and local government rather than federal, and it carries the lowest regulatory entry barrier of any segment covered here — which changes who can compete, and how fast.

Market structure

Software-based tools — computer-aided dispatch, records-management systems, and body-camera cloud storage — are growing at a high-single to low-double-digit compound rate, aided by federal grant flow through programs such as COPS and the Department of Homeland Security to state and local agencies. The buyer base is almost entirely US state and local government, in contrast to the rest of the government and defense sector, where the federal government dominates. The platform layer is concentrated — Axon in body cameras and evidence management, Motorola Solutions in radio, dispatch and records systems — above a long tail of regional systems integrators who handle installation and support.

Platform vendors sell directly to agencies; regional integrators handle deployment; the segment overlaps homeland-security and border technology on interoperable emergency communications. The economics are mid-shift from hardware-only sales toward software-as-a-service, and the shift is worth more than the growth: multi-year subscription contracts improve margin and revenue visibility, creating quasi-recurring revenue even though budgets are appropriated annually at the municipal level with no federal backlog protection. The entry barrier is compliance with Criminal Justice Information Services data-security standards and state-level procurement rules — not ITAR, not a security clearance — the lowest anywhere in the sector, and the reason commercial software vendors can enter this market directly.

How AI is reshaping this segment

The segment borders emergency-communications interoperability, cloud and data platforms more broadly, and first-responder training. Axon and Motorola Solutions defend their installed platform base through ecosystem lock-in between hardware, software and data storage — the classic play of making the attach tight enough that the renewal never really opens; cloud and AI-analytics vendors are pushing in from commercial video-analytics backgrounds.

The labor being automated here is officer administrative time, not a federal full-time-equivalent billing model as in the rest of the sector. Agentic AI is collapsing manual report-writing and evidence-review work — Axon's Draft One product, which generates police report narratives from body-camera audio, is the live example already in the field. A distinct category of AI-native evidence and video-analytics platforms is forming, separate from legacy dispatch and records-management incumbents. AI-assisted report writing and real-time crime-center deployments have been underway since 2023 and continue expanding through 2026.
