A pulp and packaging market splitting between declining graphic paper and growing containerboard, where AI mill optimization is narrowing large producers' scale advantage.
Pulp, paper and packaging materials sizing swings sharply with scope: mid-2030s pulp/paper estimates run from $414B (SNS Insider, 2035) to $551B (Precedence Research, 2034), a spread reflecting differing treatment of packaging grades rather than genuine disagreement about the underlying market. Paper packaging alone is roughly $450-480B (2024), heading toward $730B by 2036 (~4.6% CAGR). Headline growth of 2-4% is a modest average hiding two opposite businesses: graphic and printing paper in structural decline from digital substitution, and containerboard growing 3-5% on e-commerce volume and plastic-to-fiber packaging substitution. Which side of that split a mill sits on matters more than the average.
China is both the largest producer and the largest consumer. North America and Europe hold containerboard scale — International Paper, Smurfit WestRock and Stora Enso lead — while pulp fiber supply concentrates in Brazil, Canada and Scandinavia. Packaging grades became moderately concentrated following consolidation among the largest containerboard producers; the converting and box-plant tier remains fragmented. The chain runs from upstream forestry and recycled fiber through to converters serving CPG and e-commerce customers.
Grade determines the economics. Base pulp and linerboard are commodity products — index-priced and cyclical. Coated, barrier and sustainable substrates command specialty-level premiums tied to performance qualification rather than fiber cost alone. Through a cycle, a mill weighted toward base linerboard swings trough-to-peak like bulk commodity chemicals; one weighted toward coated and barrier substrates earns like a specialty-chemicals business. Same fiber, different companies.
AI-based demand forecasting and mill-yield optimization should reach scaled adoption within 2-5 years, aimed at working-capital efficiency and fiber waste — two of the more controllable cost levers in a business built around continuous-process mills. Fiber and inventory costs are a large share of total cost in this segment, so even modest forecasting and yield improvements carry through to margin.
The structural target is scale advantage itself. Historically the largest integrated producers won on logistics scale and the ability to run mills closer to full utilization than smaller regional competitors could. An AI-optimized regional mill that matches the majors' yield and forecasting accuracy without matching their physical scale narrows that gap, handing smaller and regional players a more credible cost position against the largest integrated producers than they previously had. A separate, demand-side dynamic runs largely independent of AI: recyclable and compostable coating investment is defending fiber packaging's share against plastics — a competitive response to sustainability-driven substitution pressure, not to AI.
Taken together, the two forces point toward convergence rather than further consolidation. AI narrows the operating-cost gap between regional and integrated producers just as containerboard demand growth (3-5%) outruns the structural decline in graphic paper — which should keep the converting and box-plant tier fragmented even as packaging-grade production itself remains moderately concentrated.
